It helps workers and supervisors consider site conditions that are unforeseeable in a standard risk assessment.
A Job Safety Analysis (JSA) is also known as a Job Health & Environmental Analysis (JHEA) or Job Hazard Analysis (JHA) but they all perform the same function as a pre-commencement job hazard assessment.
A job may have a Safe Work Method Statement (SWMS), a standard Risk Assessment or a set of Operating Procedures, however, these assessments usually get generated at a different time and place to where the action is carried out. They cannot cover the conditions at the job site when the job starts.

The vast majority of Job hazard assessments use paper forms that need to be carried by workers and laboriously filled out at the site.
Supervisors and managers never get to sight them until well after the job has started or when the forms are handed in by workers.
They are easily lost and difficult to update once they have been generated. The paper-based job safety analysis worksheet is only useful for forcing a worker to look at worksite conditions before starting work but many workers see this as a tiresome and unnecessary burden.
This is especially true if workers need to fill out multiple JSAs during a workday.
